Tuapse Refinery (Rosneft, KINEF), built on the Black Sea coast of Krasnodar Krai, is Russia primary coastal oil refinery with a throughput of ~12 Mt/yr. Uniquely, it combines refining and marine export in a single asset: processed products flow directly to the Tuapse oil terminal and are loaded onto tankers via the deepwater export pier. The refinery produces diesel, gasoline, fuel oil, and aviation kerosene distributed across southern Russia and exported via the Black Sea. It has been the single most-struck Russian energy facility of the conflict — hit 10 times between January 2024 and May 2026. By April 2026, Ukrainian drone strikes destroyed 52% of storage tanks (24 of 46) and triggered the 2026 Tuapse environmental disaster: benzene and xylene contamination, oily black rain over the city, and an oil slick extending 50+ km into the Black Sea. The refinery is fully offline as of May 27, 2026.
