About
NORSI refinery (Lukoil-Nizhegorodnefteorgsintez), located in Kstovo, Nizhny Novgorod Oblast on the Volga River, is Russia 4th-largest refinery at ~17 Mt/yr. It operates six crude distillation units, including the key CDU-6 which alone processes 190,000 bpd (53% of refinery capacity). NORSI produces diesel, gasoline, jet fuel, petrochemical feedstocks and lubricants distributed across the central Volga region.

Full processing shutdown after strike
According to three industry sources cited by Reuters, the strike damaged several processing units, inter-unit infrastructure and plant-wide facilities. The refinery completely halted crude processing, with no restoration timeline available. Following the NORSI shutdown, all of Lukoil’s major Russian refineries — NORSI, Perm and Volgograd — were simultaneously not processing crude.
